In my case it does seem to make a difference.  When I use the Digium
card (and mtp2 in system.conf) the link comes right up.  But with the
Rhino card I'm forced to use dchan and I can't get it up.  I have been
beating my head on the wall for weeks.  Anyone have any last ideas
before I return the Rhino card?

If you are using libss7, then you are likely also using chan_dahdi, and 
in that case the type of card underneath the DAHDI layer does not 
matter. DAHDI cards don't even know what kind of signaling is in use, 
let alone affect whether it works well or poorly.
