But same CGU,IAM,RLC, ... received on the first linkset could be  
processed.

The same problem when trying to block/unblock CICs:

Invalid CIC specified!
localhost*CLI> ss7 block cic 1 33
Sent blocking request for linkset 1 on CIC 33
