libss7 is not part of Asterisk, it is a separate project. However, the
chan_zap support for libss7 is part of Asterisk, but will not be part
of Asterisk 1.4.
I think Kevin has answered this well enough. However, I was planning
on trying to maintain a branch based on the 1.4 code base when 1.4 is
branched off so that people can use libss7 and 1.4.
