I happen to disagree with "outsourcing". First of all, the ad clearly says that they need someone on-site. There are dozens of reasons why someone needs to be present, i.e phones need to be provisioned, customer's site must be visited, an understanding of the needs of the company can only be obtained by being present, in person. Not everything can be, and should not be, solved remotely.
Ultimately outsourcing is bad for the economy. Valuable cash that could be circulating in our local economy is instead kept in banks. Thousands of developers who would otherwise be making a better living eventually lose their jobs. But the most important reason of all, at least for the sake of this subject at hand is: It doesn't solve this particular company's needs. Furthermore, it leads the cheapo who placed the original ad to wrongly assume that he can hire someone in England at third world rates.

I live in a cheaper country so that "low" salary won't be much of a problem for me.If they're willing to pay that money, they should definitely consider outsourcing. We can argue about the cost of housing in certain areas all day. One
can always trade-off rents for higher commute expense, and so on.
What remains true at the end of the day is that the greater London area
is a high-cost market in which 30K is not much improvement over minimum
wage. It's certainly possible to live on such an income, but it is not
reasonable to expect someone with the skills demanded to do so.
