[Assp-test] ccSpamNeverRe not working

Version 2.6.4b19019.  I've set ccSpamNeverRe to 
"file:files/ccSpamNeverRe" which now contains:

bad attachment
DNSBL
Blocked IP-Country
.*DNSBL.*
Yet my sendAllSpam recipient continues to receive messages.  Am I using 
them incorrectly?
