Ahhh ... now I know what happens.
You've installed assp with uid 501, but assp runs as root (0). Because
root has already all rights on all files the permission check is somehow
nosense.
I've implemented this 'UID == 0' check for the 'set permission' part but
not for the 'check permission' part - this will be fixed in the next
release.
How ever, if you run assp as root, the 'checkFilePermOnStart' and (in most
cases) 'setFilePermOnStart' should be switched OFF. At least
'checkFilePermOnStart' seems to be set to ON in your configuration.

I'm not sure what happens. ASSP does not assume anything, it always ask
the OS for the current process uid (and the one to switch to, if
configured). It seems it gets 0 instead of 501. UID 501 has created the
files!
Did you configure anything in runasuser or runasgroup ?
Both fields are empty.
I would be also nice to know the output of
perl -e 'print $>;'
501
sudo perl -e 'print $>;'
0

Running on Mac, startup gives heaps of lines like this:
May-08-17 17:10:53 [init] Owner id of file
/Applications/assp/language/default_en_msg_2.0.2_(1.2.13).txt is 501 -
should be 0
First user on Mac is ID 501.
It’s pretty much every file in the assp/ directory (and all
subdirectories).
ASSP version 2.5.6(17127).
