Nothing really to play with. It is ON per default - because this makes 
sense to me.
All mail to 'spamaddresses' (we know!) are SPAM (100%). There is nothing 
bad to keep assp learning as fast as possible.
There are some exceptions, which prevent the fast reporting.

1. noprocessing
2. whitelisting
3. not any of HMM or Bayesian check is configured and used
4. any of HMM or Bayesian check has detected confident SPAM
5. any other check has blocked before
6. 'DoNotBlockCollect' is NOT set - in this case the mail is blocked after 
the MIME-header is received (nothing new)
7. 'newReportedInterval' is disabled
8. the 'PenaltyMessageLimit' was reached
