Mixed case has always been supported but IBM chose uppercase as primary 
characters. I can't explain their choice but it was their choice to make. In 
hindsight, it made mixed case difficult to support. Mixed case issues still 
exist to this day.

You don't understand mixed case because CAPS LOCK is just one issue. If you 
understand mixed case, then explain how mixed case caused SEV 1 calls.
