To submit comments about any topic page in IBM Docs, look for the text "Was this topic helpful?" in the top right corner and click on the relevant thumb. You will then be able to enter some feedback text to be passed to the product.
I do not personally find this obvious, and I mentioned this to the IBM Docs people long ago (along with other problems such as the lack of a "Next" and "Previous" link), but it appears that this is not considered a priority.
