I was also thinking about this since the D-day (when the song was 
nominated).

Any my conclusion is:

As most of the oscar voters and judges and vote-compilers were not 
knowing hindi, so they couldn't understand what the lyrics are saying, 
and the award for lyrics went to gulzar saab just as a technicality 
because best song award goes to MD/ lyricists both.

Now the cake of the reasoning :-
And as most of them might not be understanding Spanish either, they 
might have thought for the spanish part that it is some regional dialect 
of Hindi, so they didn't think to mention the Spanish lyricist.
