Obviously they left out certain songs because of the licensing. They must have obtained the license to use Aaj Ki Raat and Paper Planes for the distribution outside India. For the Indian release they had to leave these out. It's similar to how the soundtrack to Water was released by Varese Sarabande where their release (songs plus score) was not for distribution in India. Sony BMG released the Indian version and they included only the songs and none of the score by Danna. It's all in the licensing.
