From a recent news item:

In order to encourage youth to vote, election commission has come up 
with a snippet having the phrase PAPPU CAN'T VOTE, SAALA.

They intend to project those youth who don't cast their votes as Pappu - 
which is a proper noun (name of a person) that is increasing being used 
to describe a sort of moron (like Lallu).

They have visualized that after hearing that those youth who don't cast 
their vote are considered PAPPU (moron), youth are likely to get 
motivated to go cast their votes.
