As I understand it a sample is any bit of music taken from other sources, i.e., you didn't record it yourself. A loop is a piece of music, whether recorded by you or a sample, that is meant to be repeated over and over in a song. A good example of this is a drum beat, but it doesn't have to be. A sample can be a loop or not. A loop can be a sample or not.
