Krishna, I suppose you understand samples and sound libraries are "sold" not for the public's general listening, but for music composers and producers to USE in their composition. And that the use of such commercially available samples does not amount to plagiarism.
The very reason why they are sold is so that these people can buy them. Its the same case with vst plugins and other music related software. They are MADE so that they CAN be used. So there is absolutely NO harm in using samples, be it by ARR or anyone else for that reason. Plus, saves time!!
