It is part of Audio Sampling.  In other words .. when audio is First
recorded on to a hard disk, the bit rate at which it has been
recorded.  The sampling rate usually goes by 16bit 44.1 khz (which is
the regular CD sampling rate) to something like 24 bit 192 khz.

If you can picture the Sound Curve graph with
TIME on the horizontal plane and 
SIZE of the sample on the vertical plane

and for the CD sampling rate 16bit 44.1 khz 

The Audio is recorded 44,100 times within a second.  And each time it
is recorded, the value of sound is stored in a 16 bit field.

IF the Bit rate is higher, it means the value is even more closer to
reality.  Similarly, if the number of samples recorded within a second
is more, it is more closer to the actual sound.

Like Sunil said, Once the sound has been captured at a lower rate and
resampled at a higher sampling rate, it really does not do any good.
