Hard to give any advice without more information.  A full dmesg would
be a start.  In principle a USB keyboard will work with a PCIe USB
card, and pretty much any PCIe USB 3.0 card will work.  But this won't
magically fix any issues that prevent the machine from booting to a
shell.

Did you try putting a USB hub between your machine and the USB
keyboard?  That sometimes helps working around problems like the one
you're seeing.
