Can't give a time estimate, but the build for arm is at around 4700 packages and there are about the same number to go (however the ones near the tail tend to be smaller, so it's likely further than the halfway point). I'd guess at second half of November most likely. *Currently* the snapshot packages for arm are installable on 7.0 release They don't have everything, but might have the things you actually need.
