Building all the boards in ports would take a while so for just this one
assuming an existing OpenBSD host

Install packages
arm-none-eabi-gcc-linaro bison dtc swig gsed python (2.7)

ftp https://ftp.denx.de/pub/u-boot/u-boot-2019.10.tar.bz2
tar jxvf u-boot-2019.10.tar.bz2
patch -p0 < /path/to/patch
cd u-boot-2019.10
mkdir -p build
gmake PYTHON=python2.7 CROSS_COMPILE="arm-none-eabi-" \
    O=build A20-OLinuXino-Lime2-eMMC_defconfig
gmake PYTHON=python2.7 CROSS_COMPILE="arm-none-eabi-" \
    O=build all

The file you need will be build/u-boot-sunxi-with-spl.bin
