Yes.  The onboard (U-Boot) firmware is mostly usable.  The included
device tree doesn't include proper support for USB and the mainline
Linux device tree available in the dtb port has some bugs that prevent
the USB ports from working as well.  Onboard eMMC, uSD, Gigabit
Ethernet and the PCIe slot work with -current.  And the board uses a
sane serial console speed of 115200.

Without the Haikou base board it'll probably need a customized device
tree.
