I don't have an arm box yet**, but that smells like your snapshot was from before the ld.so/libc/libpthread TIB changes, which require particular build steps to get across, per current.html. You should either follow the build steps from current.html carefully, or install a snap from after that jump was completed: the current snaps dated May 20th have the right libc and libpthread versions.
