Tony - I’d think nesting and auto reallocation mechanisms would be useful to
avoid issues like over allocations or under allocations on assumed topographic
areas. e.g. assign a big block to the astroids only to discover later that
only a fraction of that space is actually needed, so need easy mechanism to
reclaim, reassign and readdress from new block that better aggregates.
