In accordance with the Policy Development Process (PDP), the Advisory Council 
met on 21 August 2025.

The AC has advanced the following Proposal to Draft Policy status (will be 
posted separately for discussion):

*ARIN-prop-347: Reserve 4.10 space for In-Region Use

You are encouraged to discuss all Draft Policies on PPML. The AC will evaluate 
the discussion to assess the conformance of this draft policy with ARIN's 
Principles of Internet number resource policy as stated in the Policy 
Development Process (PDP). Specifically, these principles are:

* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community



The AC has abandoned the following Draft Policies:
*Draft Policy ARIN-2023-8: Reduce 4.1.8 Maximum Allocation
*Draft Policy ARIN-2024-10: Registration Requirements and Timing of 
Requirements with Retirement of Section 4.2.3.7.2.
*Draft Policy ARIN-2025-4: Resource Issuance to Natural Persons

See below for statements of abandonment:

*Draft Policy ARIN-2023-8: Reduce 4.1.8 Maximum Allocation

The AC issued the following statement: 

"The "Draft Policy ARIN-2023-8: Reduce 4.1.8 Maximum Allocation" was abandoned 
after the AC determined that there was insufficient interest and lack of 
support from the community for moving the policy forward.  

Reasons for abandonment: 
The Advisory Council concluded that there was insufficient interest from the 
membership to advance this policy. 
While there had been a surge of initial interest and extended discussions on 
the Public Policy Mailing List (PPML) and at several community meetings, that 
momentum gradually diminished over time and engagement eventually tapered off.  
In addition, the waitlist times had shortened significantly, further reducing 
the relevance of the proposal. As a result, there was no longer sufficient 
community support to justify continuing work on the policy.

Opportunity for Resubmission:
Should circumstances change in the future, or if new conditions arise that 
warrant renewed attention, a revised policy proposal may be submitted. Any such 
proposal should provide a clearer rationale and approach to effectively address 
the issue.

Community feedback: 
1.      The problem statement no longer accurately reflects the current state 
of the Waitlist, and as such, may no longer be valid. The extended wait times 
have been reduced significantly since the initial problem statement submission, 
and the waitlist seems to be self-regulating, despite the number of entries on 
the Waitlist.
i.      Wait times have dropped from a high point in excess of 30 months (Sept 
2023);
ii.     The last three distributions, recipients on the IPv4 Waiting List 
waited between 18-21 months;
iii.    It is projected the 18-21 months wait will remain the same for the next 
few quarters;
iv.     Waitlist size: 2025: Jan 763; Feb 817; Mar 852; Aug 11: 916;
2.      Waiting List times are expected to remain at approximately 18-21 
months, while continuing to fluctuate;
3.      For those unwilling to wait for the waitlist, alternatives such as the 
lease market exist;
4.      Community feedback has been mixed: 
i.      Some community members support the policy, arguing that a /24 
allocation is sufficient for many organizations and that the change will help 
address the IPv4 shortage;
ii.     Others argue that a /24 is inadequate and that the current policy 
framework is sufficient, even with longer waiting times;
iii.    Some have expressed concerns about the impact of the change on 
organizations that require larger allocations and the potential for the policy 
to encourage IPv6 adoption;
iv.     Some have said that there is no need for this policy, that the waitlist 
is working as it should;
5.      The author has indicated that he is no longer in support of the draft 
policy, for some of the reasons stated above;
6.      If there is any change in the existing situation which may warrant a 
revisiting of the waitlist, a new policy can be submitted for consideration 
that time;

Revised - 14 February 2024; 30 September 2024; 27 June 2025;"

request must occur within seven days after the announcement date of the 
Advisory Council action. The petition against abandonment deadline for 2023-8 
is 2 September 2025.



*Draft Policy ARIN-2024-10: Registration Requirements and Timing of 
Requirements with Retirement of Section 4.2.3.7.2.

The AC issued the following statement: 

“ARIN-2024-10: Registration Requirements and Timing of Requirements With 
Retirement of Section 4.2.3.7.2 was last  presented at ARIN  55, community 
feedback suggest there was no clear support for this policy. Recent PPML 
comments indicates the community has clearly stated 7 days is enough time to 
register with ARIN, given the problem statement indicated a need for more time, 
removing the increase in registration time language from the policy would no 
longer provide a solution to this section of the problem statement.  Having 
discussed the feedback from the community the AC believes this policy does not 
have  the support of the community. Based on these findings the AC has taken 
the action to abandon this policy."

Advisory Council action. The petition against abandonment deadline for 2024-10 
is 2 September 2025.



*Draft Policy ARIN-2025-4: Resource Issuance to Natural Persons

The AC issued the following statement: 

“The advisory council has abandoned draft policy ARIN-2025-4 Resource Issuance 
to Natural Persons because community feedback has indicated no clear path to 
consensus support for this policy. In addition, after the staff and legal 
review was published, it was clear that this would impact business practices 
and finances and should be the responsibility of the board to determine a path 
forward through the ACSP.

PPML discussion has been evenly divided between support and opposition for this 
policy and the validity of the problem statement. Both ARIN staff and community 
members have expressed concerns that this policy may be out of scope for the 
Policy Development Process (PDP) and that the changes are better suited for the 
ARIN Consultation and Suggestion Process (ACSP).

According to ARIN staff, this policy would have a significant impact on ARIN's 
business practices by shifting the operational model from business-to-business 
(B2B) to include business-to-consumer (B2C) relationships. Many folks on PPML 
suggested examples of jurisdictions where it may be difficult for an individual 
to form a governmentally recognized organization; but only one person presented 
a personal example of not being able to meet ARIN's requirements in his state 
back in 2009. Community members on PPML were not able to come to a consensus as 
to whether it is prohibitively difficult for individuals to obtain resources 
from ARIN. They were also not able to agree as to whether the potential 
regulatory risks and financial costs to ARIN are justified."

request must occur within seven days after the announcement date of the 
Advisory Council action. The petition against abandonment deadline for 2025-4 
is 2 September 2025.
