Hello PPML - Gerry George and I as shepherds for 2025-3 are looking for additional community feedback on this policy.
For reference, here is the current policy text: https://www.arin.net/participate/policy/drafts/2025_3/ At ARIN55 we had mixed feedback, with several comments in support, but two not in support. I made follow up with those not in support to further understand their concerns. With the statement that any of them may correct my interpretation, my understanding of their lack of support fell into these general areas: 1. Lowering this threshold to a /24 falls below the assumed minimum blocks necessary to create a business-class network with appropriate redundancy. 2. The threshold of /22 is low already and in conjunction with #1 above, not necessary to lower further. 3. If an entity wishes to do business in a different region, they should engage the appropriate RIR for that region to register and manage space. Conversely, those in support have cited: 1. Brokers who facilitate space have indicated situations where ARIN loses the entire registration to a alternative RIR because they can’t consolidate it here with the resources they have in use. 2. This threshold change matches what exists in other RIRs, making the decisions of where to house space more neutral. 3. Per request to them, staff has confirmed that they aware aware of this situation occurring periodically and the blocks leaving ARIN (I do not have an exact count or tally.) (Note I am not sharing these in a way to reflect my feelings, I am compiling what I understand.) In the ARIN55 presentation we asked the community about potential fraud implications, but that does not seem to have been a significant factor in the feedback received or comments. One question that did come up was whether the /22 block to qualify had to be contiguous or could it be an equivalent. Staff’s answer was they currently accept an equivalent. Therefore, we would like to ask the community for additional feedback: * Do you support this policy as presented, or would you support it with a change (of any type)?
