Thanks for the clarifications, John.  

It would seem like adding this definition should be a slam dunk!  However
the current text seems too out of step vs current practice, as I try to
outline below.

I think we should probably use language like this for the definition,
because it describes what the Org ID *is* and what it represents, vs the 
current proposal ARIN-2024-1 text which is (incorrectly) prescribing 
*how it is used*.

This clarification reinforces my belief that the proposed policy
language would make these states dubious if not outright invalid, 
which is not what we want from the new definition.
