It was brought to my attention that the policy statement as-written would 
result in a nonsensical introduction to 8.4.

I updated "Add the following sentence after the first sentence of NRPM 8.4" in 
the working policy proposal to be "Replace the first sentence of NRPM 8.4 
thus:".
