In accordance with the Policy Development Process (PDP), the Advisory Council (AC) met on 15 June 2017.

The AC has advanced the following Proposals to Draft Policy status (each will be posted for discussion):

* ARIN-prop-241: Improve Reciprocity Requirement for Inter-RIR Transfers

* ARIN-prop-242: Retire Obsolete Section 4 From the NRPM

The AC advances Proposals to Draft Policy status once they are found to be within the scope of the PDP, and contain a clear problem statement and suggested changes to Internet number resource policy text.

The AC has abandoned the following Draft Policy:

ARIN-2017-1: Clarify Slow Start for Transfers

The AC provided the following statement:

"The AC has chosen to abandon ARIN-2017-1, Clarify Slow Start for Transfers. The problem statement lead to discussions that the currently operational practice does not prohibit the use of a forward projection based on past utilization. There was a lack of support from the community on moving this policy forward and for those two reasons we have abandoned this Draft Policy."

Anyone dissatisfied with this decision may initiate a petition. The deadline to begin a petition will be five business days after the AC's draft meeting minutes are published.

The AC is continuing to work on:

* Draft Policy ARIN-2017-2: Removal of Community Networks

* Draft Policy ARIN-2017-3: Update to NPRM 3.6: Annual Whois POC Validation

* Draft Policy ARIN-2017-4: Remove Reciprocity Requirement for Inter-RIR Transfers

* Draft Policy ARIN-2017-5: Equalization of Assignment Registration requirements between IPv4 and IPv6
