What would be the purpose of sending a $0 invoice, and what action
do you propose that ARIN take if no acknowledgement is received?
(Note that some organizations consider a $0 invoice to be equivalent of
of an acknowledgement of no outstanding balance and might set aside
on the presumption of "no action required”...)
