Mr. Erdmann -

Your assertion to the effect that legacy contacts cannot be updated without
signing of an RSA is factually incorrect.  Legacy resource holders may update
their registration information with entry into any agreement with ARIN, and
that has always been the case.

Perhaps you are thinking about transfers to another party?  (ARIN does insist
that the updates to the registry by done in accordance with policy developed
by this community, including and specifically in regard to transfers of number
resources to others.)
