Why? Who cares? IPv4 is dead. Go deploy IPv6 and ignore what happens
with IPv4.
If it all gets bought up by speculators then you'll be forced to
actually build the IPv6 Internet and then the speculators lose all their
money. Good for you, bad for them. Problem solved.
