My guess is this isn't the real Randall DuCharme, visible on LinkedIn and in previous years on Arch's mailing lists. CC-ing ‘Randy DuCharme <[email protected]>’ is also odd.
That's caused by DMARC munging of mailman, you should see the same e.g. with my mail.
