I ran into one of these not-marked-auto cases today, too. The remarkable thing was it happened on three machines (and three different architectures (amd64, kfreebsd-i386 and powerpc), always with the same package: On all three machines the new tiff3 packages pulled in libjpeg-dev and libjbig0. While libjpeg-dev was marked as automatically installed, libjbig0 was not marked as automatically installed. I've created state bundles on all three machines before changing that state.
