Let me disagree on this misconcept of "endorsement" or "reference" or "reporting". There are **plenty** blacklists out there. RIPE reports specifically UCEPROTECT and SPAMHAUS. This kind of usage and reference by RIPE empirically supports/endorses/make those as a reference.
