The 2.11.9rc1 and 2.12.3rc1 releases were supposed to happen on Feb 21, 2022, but have been delayed, and will likely happen on Feb 23, 2022 due to issues with infrastructure and package dependency issues. Stable branches are still frozen with the exception of the testing fixes.
