The maintainers for the RDS module are listed as bpennypacker and me. I don't use RDS at all these days. I clearly didn't even use it enough in the past to catch some of the bugs that have come in.
I suspect it needs a port over to be boto3 compatible and remove boto.rds compatiblity, it could probably use a rewrite too to make it more Ansiblish (it relies on actions like create rather than states like present). I don't have the time, motivation to implement this or test the results thoroughly. I would be happy to provide code review if a new author desired it. Until such time as we have new maintainers, all issues will be marked as needs_contributor, and all PRs will remain unmerged unless they have passing associated travis tests.
