I support the adoption without my chair hat on.
With my chair hat on, I don't hold an opinion whether these two drafts
should be merged or not based on technical contents. But I do want the
document(s) to be quicker developed. In WG history, we did lose some good
input/ideas/proposals giving our slow progress on WG documents. Our chairs
always gave priority to existing WG documents. Consequently, many proposals did
not get enough time to present in the meetings or attract enough attention from
chairs during their individual draft stage, and then dropped. By saying this, I
prefer to leave the merging decision to the authors who shall choose the
quicker way with the quality guaranteed.

Informational. Please tell us your opinion.
