While a Cloud-Registrar is addressed by name, and so SNI can be used for
multi-tenant hosting rather than a unique port/IP, the Owner Registrar can
*NOT* do that.

If a (full) Registrar is installed into a system that requires SNI, then it
won't work.

IPv6 addresses are really cheap, and one can even use ULA inside of an
Enterprise, or inside the ACP.
