I am not currently aware of licensing considerations you might need ot take into account regarding this issue, but I do know that freescale has patched pppoe support for their particular implementation of android. If you get the Freescale 10.3.2 android support package for the imx series devices, you can browse the code for this.
Again, as far as licensing etc, I am not aware of what restrictions you might be up against, but for a reference implementation you should be good to go.
