I tried to do the opposite with BeagleBoard.
This board is configured as a tablet, so there isn't phone
application.
I tried to use

<bool name="config_voice_capable">true</bool>
<bool name="config_sms_capable">true</bool>

in opposite way, but it is not possible to have phone application.
