Ok, I still don't get that and nobody has ever been able to explain to
me that carrier thing.

Optus, vodafone, or  tMobile provides internet access. To the whole
internet. They are dumb pipes.
When I go on the market and by something using google checkout i'm
really doing nothing more than buying something from an ecommerce
website.

Why would the carriers have anything to do with that ?
It sounds to me as if, Bell,  Telco or telstra's consents were needed
by paypal to allow me to buy something using paypal's service.

What am I missing here ?

Out of subject, but not really, Australian people need to fight for
their consumer's rights. While I was leaving there I was charge $300
because I used 1 gigas more than the 3 I was allowed !!!
Can you imagine that $300 per Gig ????
