I think I figured it out. I am not getting that error anymore, but I am yet to debug. The DDMS preferences thru eclipse does not allow changing the debug port. So, I had to go and manually edit these. open workspace/.metadata/.plugins/org.eclipse.core.runtime/.settings/ com.android.ide.eclipse.ddms.prefs and add com.android.ide.eclipse.ddms.addDebugBasePort=9700 (or what ever port you want to use) Save it and restart eclipse.
I figured this by launching the ddms from the eclair/out/host/linux- x86/bin/ and editing preferences there. It stores in ~/.android/ ddms.cfg. I compared this with the one in eclipse (workspace/..)
