Does your phone show some popup message when you try to debug it from your PC? Beginning with 4.2.2 there is a "secure USB debugging" feature. You have to explicitly authorize a host computer: http://android-developers.blogspot.com/2013/02/security-enhancements-in-jelly-bean.html
If you set up your phone with multiple user accounts make sure to switch to the primary user count (the first one created) to see that opt-in message.
