Terms of Service aren't the law... you're a bit overly cautious here.
Although a lawyer could provide an answer of course.

But to move to OP's original question. I want to point to section 8.7
(c) and it looks as if dispatch and fleet management that's critical
to a core business is not permitted? Let's say displaying vehicle
icons on the map would violate this section, one would think.
My advise: Check out OpenStreetMaps instead.
Oh while at it, also research what IP holding firm ArrivalStar has
been doing the last few years. (hint: patent trolling owners of
dispatch and fleet management systems)
