No. I doubt such a tool is really possible, at least in terms of providing you with efficient layouts that will work well as screen size varies. The reverse (Android layout -> HTML/CSS) seems far more likely. Have the designer create mockups with detailed layout rules in Photoshop (or the equivalent), so you can implement Android layout XML resources based on those specs.
