It's seems quite clear that:
1) the time applies to when the user requests the refund, not to how long
it takes to process, contrary to what some blogs out there are saying.
2) the refund will be issued by Google without the developer's involment
("you authorize Google"), so it's not about unhappy users contacting the
developer.
And speaking of blogs, I don't see anything about this on the official blog.
The new policy agreement page could at least highlight the differences vs.
the old agreement. I wonder if that could have been done with the
now-fashionable HTML 5, I don't know, some kind of tag maybe.... <blink>,
is it not?
