Not today. They are part-way there now -- a library project generates a JAR that the host project then uses, instead of linked source folders (in Eclipse) or equivalent techniques. However, that JAR cannot be used outside of the library project.
With luck, R16 will support distribution of library projects as JARs with resources included.
