Hi Kris! You're right, "something shady" is happening behind, but I think this is really useful in an enterprise environment or for device with a concrete purpose.
I don't know if I can say an name of an application here (I don't want this to be taken as advertising), but you can find on android market a lot of these apps, for example smart app protector (this is what I want) or hide it pro (this shows an ANR message when you try to run an app that is blocked).
