It is simple: The user cannot rate with 1-Star! The last rating have to be the possible range of +1-
So if the first user rate this app with 4, then the next user can only rate 5/4/3. If the 2nd user rate this app with 3 (4+3 /2 = 3.5), then the next user can rate this app: 3.5 +/-1: = ( 4, 3.5 or 3 ) ... and so on. Now the problem is solved.
