If I had to guess, they do not have the Android Market on that device. I don't quite know how they would qualify for the Market with that behavior. You will have to take this issue up with Viewsonic, I guess.
That being said, do bear in mind that the system bar (bottom bar) on Android 3.0 cannot be removed by applications.
