I had this problem for a while but I don't remember how I fixed it. I googled around and found some references to Content Assist settings and changed something in there that solved my problem.
I think it was one of the choices under Window | Preferences | Java | Editor | Content Assist | Advanced Sorry I can't be more help, but the info you seek is out there.
