Because it's available and because I don't impose certification requirements :).
There seems to be a lot of uncertainty over what will be required for the Google and/or T-Mobile app stores, so I'm attempting to put something together which will be open to all and leave the user to decide what they want to install. At some point I'm planning to implement the trust system I published a link to in an earlier post (http://alsutton.wordpress.com/2008/09/17/google-android-and-code-signing-app-shops/), but at the moment I'm still getting the ball rolling.
